From the point of view of rural development, Zilla Parishad has been formed in each district, which is the third and highest unit of Panchayati Raj system. The Zilla Parishad of that district is formed by mixing all the Panchayat Samitis of this district, its office is at the district headquarters. For the formation of Zilla Parishad, the entire district is divided into wards. The voters of each ward of the Zilla Parishad elect their representative, who is a member of the Zilla Parishad. These members elect one member from amongst themselves as district chief and one member as sub-district chief. Along with these, the members of the Legislative Assembly, Lok Sabha and Rajya Sabha elected from that district and the heads of all the Panchayat Samitis of the district are also members of the Zilla Parishad. The head of the Zilla Parishad is the district head. They meet from time to time. District level officers of all departments also participate in this meeting to listen to the problems. The Zilla Parishad acts as a link between the village panchayats and the state government and advises the state government regarding development works. It supervises the general work of Panchayat Samitis. It prepares the development plans of the entire district and supervises and supervises the development works in the district. The Chief Executive Officer and other officers help the Zilla Parishad in their work. In the history of our India, the Panchayat institution and its members were considered equal to God for justice. The talk of the head of the village was common to the people of that area. The contribution of the Gram Panchayat was important in the local administration, peace and development of the local people. Even today the nature of India is believed in these villages. The foundation or first step of democracy is considered to be village panchayats. That is why the Panchayati Raj system has been implemented in India for the last 30 years.
A separate Ministry of Panchayati Raj has also been celebrated by the Government of India to bring about strong local self-government and transparency through the Panchayati Raj system. More of which all the bodies of rural local self-government of the country are working. There are enough indications of the existence of village panchayats even in the Vedic period. Gram Panchayat was the most important institution in the polity of that time, whose head was called Gramini, these institutions continued to work from the Vedic period till the arrival of the British in India. The British took this system of Indian self-government under their control and it was placed under the direct control of the state employees. This was the reason that the Gram Panchayat system, which had been running for thousands of years, completely disappeared during the British period. The nature of these panchayats was very complex.Apart from the main panchayat of the village, different social groups used to have their own panchayats. Which used to settle disputes in all functions of social life, and there was a provision to give pre-determined punishment to those who violated the rules.
