Presiding over the annual meeting of the Andhra Chamber of Commerce, the Governor said. It gives me an immense pleasure to be here to preside over the annual meeting of the Andhra Chamber of Commerce today and am indeed thankful to your association for giving me this opportunity.  During the last three years or so ever since I became the Governor of this State, I had visited more than once the coastal districts as well as the other parts of the State. This has given me a certain amount of firsthand knowledge of the problems facing the people and I can assure you I have been seriously studying them and also in my own way try to discuss with the authorities concerned ways of  tackling them. The importance of Chambers of Commerce such as yours, need hardly be stressed. They have definite role to play in the present circumstances and are in a sense, necessary institutions to safeguard the interests of the business and trading classes. With the increasing change of population from agriculture to industry, it is essential to regulate and divert the surplus population along such channels where they can be most useful and beneficial.  This is equally true in the case of material resources as in the case of excess population. It is in this particular regard chambers of Commerce can assist by positive and constructive suggestions in the establishment of industries that can meet the national requirements. They can also help the Government in its drawing up and implementing the many schemes and programmer under the various Plans. We are today on the verge of the launching of Fifth Plan and this opportunity can  well be utilized to assess the progress of the Fourth Five Year Plan where we have succeeded and where we have not it is to be admitted that in spite of.  It gives me pleasure to welcome you on this auspicious occasion of the inauguration of the Hindi Arts College. From the very beginning, the sages and the wise men of India were themselves always engaged in the preservation of Indian culture and the unity of the country. It is due to their efforts that, in spite of the fact that India was divided into several political spheres, social customs and languages, the cultural unity of the country was never disturbed. Our religious leaders, literary spokesmen and eminent poets always diligently put stress on preserving this unity. In olden times, Sanskrit achieved a significant position, being the language spoken and understood by our religious guides and men of letters throughout India, and in a way helped in saving the religious and cultural unity of the country. It is a good sign that our country is even now striving constantly to keep up that unity. During the last hundred and fifty years for the sake of running the administration, the English language was in use as the common vehicle for exchange of ideas between persons speaking the different languages of our country. English is however, understood only by a limited number of persons who may be called well educated. Therefore, in a vast country like India, where several languages, entirely different from each other, are prevalent, it is very necessary that there should be one common language for the interchanging of views and for keeping up healthy intercourse amongst the people.
