When an essential commodity is in short supply the only thing to be done is to organize its rationed distribution. Rationing will not be easy: it will not be popular. But there is no escape from it if the problem is to be solved. There general statements apply to the provision of practical training facilities for engineering degree holders and diploma holders. A system must be devised in which every employer whose business is large enough to constitute a viable unit for training purposes will be required to develop and maintain am efficient organization for provision of practical training All the facilities thus developed and maintained must be made available for provision of training for the maximum number practicable. The obligation to provide for such training must be imposed on every employer concerned. The system must provide for viable pools of training facilities throughout the country: and optimum utilization of the pooled facilities. In this situation, it is obvious that practical training should be provided in each case for the purpose in view. Further total time taken for academic instruction in the institutions and practical training in working establishments should be reduced so as to be the shortest possible consistently with the requirements of quality and utility. In order to secure this result, it will be necessary to visualize the two processes viz. academic instruction and practical training as two different parts of a single process of educational preparation for employment. That is how we arrive at the concept of "Cooperative Courses" of engineering education. Unified planning of academic instruction and practical training is only the first element in this concept. Lining of particular institutions with particular working establishments, is another element.
