The Constitution of India provides some protection to the communities which have got the status of Scheduled Tribes ST, but it has always been disputed as to which communities should be given the status of Scheduled Tribes. The status of Scheduled Tribes means that these communities get the desired concrete benefits in the form of political representation, reserved seats in schools and government jobs. Due to social and political mobilization in the last few years, the number of Scheduled Tribes has now reached 700 colliding with each other in more than one state, compared to 225 in 1960. As the number of communities wishing to attain the status of Scheduled Tribes is increasing.
The Constitution of India directs that the President may specify the Scheduled Tribes in consultation with the Governor. No specific criteria have been set for this. According to the Ministry of Tribal Affairs, although no legislation has been set for its criteria, it is determined according to established beliefs. These beliefs include the following characteristics, primitive qualities, distinct culture, geographical isolation, hesitate to connect and backwardness to the vast community.
Many communities in India take all possible measures to prove themselves fit on these criteria in order to get the various types of protection and benefits that can be obtained by getting the status of Scheduled Tribes. One such community is Narrikurovar. It is a semi-nomadic tribe. It originated in North India before migrating south to Tamil Nadu about half a millennium ago. While traditionally hunters Narrikurovar means hunter of jackal or fox, the prevailing stories of their emergence suggest that this tribe belonged to the upper class and mostly functioned to provide protection to the kings. But once the invaders occupied the area in which they lived, the Narrikurovar like many other communities became nomadic and in the forests Imposed. Even while living in the forest, he kept his traditions and freedom. But when hunting was declared illegal, it was not possible for them to follow the tradition of their ancestors. Since then, Narrikurovar started living in the margins around the society in the condition of poverty and made a living by selling garlands and small ornaments in local mandis and temples. I have found in my research that many religious, cultural and political characteristics of Narrikurovar are similar to many communities of Roma caste of Europe. There is also a possibility that they may have originated in the northeast of India and after that after several attacks, they may have been scattered in many directions.
